  1. Article I: Name
    • 1. The name of this organization shall be the: FRONT RANGE DIVISION of the Rocky Mountain Region of the NMRA.
  2. Article II: Objectives
    • 1. The purpose of this Division shall be to promote the hobby of model railroading and to bring the functions of the NMRA and the RMR to the individual modeler.
    • 2. This Division shall adhere to the Constitution and Bylaws of the RMR and NMRA.
  3. Article III: Boundaries
    • 1. Purpose: The boundaries of this Division are set for administrative and member searches purposes only.
    • 2. Boundary Limits: Generally, the boundaries of the Division are:
      • I-25 on the East, Hampden Ave and highway 285 on the South, the Continental Divide on the West, and the Boulder County Line or 120th Ave on the North, and shall also include the South Park and Winter Park / Fraser areas.
  4. Article IV: Membership
    • 1. Membership: Any NMRA member may become a member by attending regularly scheduled meetings, and paying the prescribed dues.
    • 2. Guests: Members may bring their invited guests to meetings or to other activities.
    • 3. Members shall be entitled to ballot in Division elections and will have the right to hold office pursuant to the provisions of the Rocky Mountain Region.
    • 4. Active members shall receive mailed copies of the Division publications and/or notices.
    • 5. Failure to pay annual dues or other required fees shall cause said members to be dropped from the mailing list.
    • 6. Prospective Member: Any person, as a non-member, may attend the functions of this division for a period of three (3) months after initial attendance, after which Membership in the Division is required for continued attendance.
  5. Article V: Meetings
    • 1. Regular meetings will be held monthly.
    • 2. Meeting days may be changed by the Division officers if they conflict with Holidays, or by consent of the membership. Notice of meeting days changes will be made in the Division Publication as far in advance as possible.
    • 3. Except as provided in the Constitution and Bylaws, all questions arising in connection with meetings or procedures shall be decided as set forth in “Roberts’ Rules of Order”.
  6. Article VI: Officers and Duties
    • 1. The officers of the Division shall be the Superintendent, Assistant Superintendent, Secretary, and Treasurer.
    • 2. The Superintendent shall preside over all meetings. He shall appoint committees and perform all duties associated with this office. He is the Division’s representative to the Rocky Mountain Region.
    • 3. The Assistant Superintendent shall assume the duties of the Superintendent in his absence. He shall also serve as the Program Committee Chairman.
    • 4. The Secretary shall assume the duties of the Superintendent and/or Assistant Superintendent in their absence. He shall be responsible for maintaining the membership roster and mailing list, and keeping attendance and minutes at regular and executive meetings. He or his designated alternate shall furnish shall be the Division correspondent to the Call Board and the Bulletin. He or his designated alternate shall furnish meeting notices of special events to the regional and national publications, and the public media.
    • 5. The Treasurer shall assume the duties of all other officers as necessary in their absence in such instances as not already provided for above. In addition, he shall collect donations and dues, and keep safe all funds of the Division. He shall keep a complete detailed record of all transactions. His books and accounts shall be kept balanced, and shall be made available for examination by members at any time. A balance sheet and report of the source and distribution of funds for the past year shall be presented to the members at the October meeting.
    • 6. In the event of death, resignation, lapse of membership, permanent inability to perform duties of any of their officers, the office in question may be declared vacant by the remaining officers. The remaining officers shall appoint a successor to fill the unexpired term of that office.
    • 7. All retiring officers shall turn over to their successors all Division property in their possession within thirty (30) days after the expiration of their term in office.
    • 8. An audit committee will be appointed to examine the Treasurer’s annual report and balance sheet.
    • 9. An Executive Committee will consist of the elected officers. The Executive Committee will have the authority to conduct business at a Board Meeting. A minimum of three (3) officers must be in attendance to conduct the business of the Division.
  7. Article VII: Amendments
    • 1. This Constitution may be changed by presenting the proposed change at a regular meeting.
    • 2. Any change proposed at a regular meeting will be published in the next issue of the Division Publication.
    • 3. The change will become part of the Constitution by a sixty (60%) majority vote of a quorum at the next regular meeting following publication of the proposed change. A quorum is defined as no less than one-third (1/3) of members in good standing of whom at least two (2) shall be elected officers of the division.
